There's no way to directly mark a milestone as complete. In order to be considered complete, the due date must be in the past, and all issues must be Closed.
If the due date is the current day or in the future, the milestone is considered open no matter what. If the due date is in the past, but any issues are Open or Resolved, Sifter considers the milestone open.
